Sadly, Budget 2020 is set to make your next foreign travel more expensive through Tax Collected at Source (TCS). Effective 1 April 2020, when you book a foreign travel package, the tour operator is now liable to charge 5% TCS on your spending amount when the package is bought. 
So for example if you are spending ₹ 5 lac, be ready to spend ₹ 25k more. The important point to remember is that this TCS is applicable only on packaged foreign tours and not on self-booked flights, hotels and other sightseeing events. So if you chose to book these yourself separately, then you will not be subjected to TCS.
Moreover, if PAN or Aadhaar is not produced by the buyer, the TCS rate would be 10% 
.
However, if the buyer pays the TCS upfront to the tour operator, the overall annual tax outgo in that FY will remain the same as you can set off the TCS amount against it. Basically it seems as though money flowing out of India is being taxed. The TCS deduction will show up in your Form 26AS and a refund can be claimed if the total tax is less than the TCS deducted.
Unfortunately, as there is no lower limit on this provision, the travel operators feel that this will hurt their business.
